I'm not really sure but I think its because the 'pathfinding' now always attempts to make you go into low/null sec last. (You know, for people that really don't want to but can't bother to LOOK where the 'set destination' will make em go) As such...

Just saying, But they DO attack without provocation if you go to any Jove Observatory. Unless system scanning is seen as an act of aggression. There should be some kind of recourse to get CONCORD to clear em out when they become mean to newbies...
